Technical Assistance to Government Housing Agencies

CHPC regularly provides technical assistance to public agencies involved in the financing and preservation of multifamily affordable housing.

Examples of CHPC’s technical assistance work include:

  • Assisting various state funding agencies in evaluating the at-risk status of applicants for competitive financing programs wishing to preserve federally subsidized housing;
  • Assisting the California Housing Finance Agency in design of its Preservation Acquisition Loan Program as well as its earlier program to refinance Section 236 and Section 202 developments;
  • Assisting the housing departments in Los Angeles, San Francisco, and Davis in developing multifamily underwriting guidelines;
  • Developing an internal proforma for the Los Angeles Housing Department to use in assessing loan requests;
  • Assisting the Los Angeles Housing Department in developing a strategy for maximizing the benefits of project-based Section 8 vouchers
  • Preparing a report for the City of Stockton on the potential creation of a local housing development corporation;
  • Assisting the Housing Authority of the County of Los Angeles in evaluating loan requests to the City of Industry loan program;
  • Assisting Redevelopment Agencies to create affordable housing production strategies and to negotiate with master developers in project areas;
  • Serving as a technical advisor to U.S. Department of Housing and Urban Development, the Resolution Trust Corporation and Federal Deposit Insurance Corporation in their disposition of selected properties;
  • Assisting the Consolidated Area Housing Authority of Sutter County in developing financial strategies for revitalizing and expanding its stock of affordable housing;
  • Assisting the San Mateo County Housing Authority with developing a strategy for (1) repositioning its public housing; (2) maximizing the use of its Project-Based Voucher program; and (3) redeveloping and expanding its other stock of affordable housing;
  • Assisting the Housing Authority of Merced County in evaluating a 94-unit tax credit development as part of a plan to revitalize and expand its stock of affordable housing;
  • Assisting the Housing Authority of the County of Los Angeles with the analysis and disposition of two properties.
